But if you ask them "have you spent 3+ years writing C++ professionally", that's hard to lie about

I always see it as a filter for folks who haven't spent enough time with the technology (necessary not sufficient). Maybe the assumption is that very few people learn it in a very short time? I also think if you ask people "do you know C++?", They will say yes if they have even written hello world.
