Start with properly testing change management and maintaining internal tools, would probably help.
(I'm aware the tool itself likely didn't impact things, but not properly testing your processes here is the problem. And instead of fixing your internal tool, you opted to shut it off and not test what the outcome of pushing that change would be.)

It clearly did have an effect, you just didn't test properly.
This first change was being rolled out using our gradual deployment system. During rollout, we noticed that our internal WAF testing tool did not support the increased buffer size. As this internal test tool was not needed at that time and had no effect on customer traffic, we made a second change to turn it off.
This seems staggeringly dumb.
Instead of fixing internal testing, just shut it off!

the actual impact on real people, competition, markets, and labor is of absolutely ZERO interest to any of these people
the other thing I find "funny" about media merger coverage is in addition to NO mention of the well-documented massive harms from pointless media consolidation (creatives, labor, consumers), mainstream journalists don't mention the fact our regulators have been lobotomized by corruption
