When a measure becomes a target it ceases to be a good measure.

The PM's inclusion of #earlyyears in today's milestones is welcome, but the fact is the pressure to increase EYFS profile results will fall on schools, who do the assessment. And teacher asst is more sensitive to outside pressures.
