Priorities. Republicans want to give back to their Lockheed and Raytheon donors. Not the actual men and women or even their bases and housing. And they would rather die than know a hungry kid got a free lunch.

My take: the reason the US will not ever achieve this is racism. Norway, Finland et al. are a) more homogeneous and b) not deeply racist the way America is. Would Jim Crow laws get passed in Sweden? No. That's not who they are. Sadly, there's a large part of the US electorate that wants to go back.
