There are so many other reasons a playing field is never level. Some kids have bad coordination. Some have asthma. Some live where there's nowhere outside to play and get fit. Some of them have parents who can drive them to training and some don't. It was never level and not because of trans women.

But there will always be somebody who is taller or stronger or faster. Can we ban the top 10% of girls by height from playing netball to make it level for the rest? No, that would be ridiculous. Given these 60 women had an SRY gene and never noticed, it's about that level of difference here.

I think you may be assuming his order of priority, possibly incorrectly - political loyalty can be strong but wanting to save lives is often stronger.

Also I think they had the standard equipment and processes and trained staff ready to go. It's what they do all the time.
