I'm no policy person, but here's how I'd attempt it. 1. Funded by taxes. Show how most folks will get better care this way instead of paying private health insurance. Roll fed funds into it. 2. Folks from other states or countries will need to pay with their private health insurance.

I feel like it will become self funding as people quit their health plan and join the collective health plan. Also, the buying block from the collective alone could reduce the cost of common treatments like insulin or epi-pens.
