i think the root of this is that at some point ppl forgot that copyright is a _policy choice_ in order to achieve outcomes that are agreed upon as β€œmorally good”, not a moral good in of itself!

But when others β€” private persons β€” build and run hospitals, they are motivated by profit, by their own constraints, and by their sensibilities about how a hospital must be built and run. 

These motivations are necessarily personal, necessarily individual, and therefore, necessarily undemocratic. The reality of what the private person’s hospital *is* will deviate from the state’s vision of what a hospital *should be*. This is the world as it should be.

There is far too much of a tendency in India for the state to come in and tell hospitals how they should make operational decisions. Any coherent attempt at regulating hospitals should *begin* by dispensing with this tendency.
