He could but it looks like they're going to fill out that page one slot at a time, so since Spidey and Cap are in different panels I think they're on different teams right now.

The teams seem to all be getting a pre made story mode for them, so I think they'll be keeping them simple at the start, but I'm hoping after the DLC we can get some custom teams where you can mix and match.
