There are 2 previous historical cases of countries destroying their science and universities, crippling them for decades: Lysenkoism in the USSR and Nazi Germany. The Trump administration will be the 3rd.
It's not just budgets but research, institutions, expertise, and training the next generation.

As a senior remote sensing scientist and geographer who considered returning to the UK I would really like to get my hands on the sources behind this Independent piece. The highest salary (in Academia and private sector together) I saw over the past two years was 44k with most closer to 37k.

I have worked in remote sensing sector in the US and in Europe. I doubt that people will migrate to EU to take part in a fierce (tight budget also due to war) competition for ~60k salaries. China though, could be willing to offer some lucrative jobs, as they have been doing for the past few years.
