They know it says racism but popularise it by (re)claiming it says England i.e. the narrative is 'we should separate patriotism from racism (that they are two different things)'. And that's how it becomes successful and normalised. The shocking part is how the government plays dumb :(

Or, just spitballing here, the government could address the genuine issues, such as housing issues, cost of living crisis, and confront disinformation spread about immigration to help better inform people, rather than pandering to xenophobia and exacerbating hostile rhetoric and scapegoating.
