The clause allows Alberta to override parts of the charter of rights for up to five years.

Note, I am not old enough to recall the 70βs, but I did work for Anderson when he was Environment Minister in the ChrΓ©tien and Martin years.
Remember too, Anderson was an Olympic rower and medalist, and PET loved to row, so it wouldnβt surprise me if they had been up close to Hecate Straight.
