Hahaha. What AI nonsense. I've never been to Germany, not as a refugee, not even as a tourist.
I was Googling to find an article I once wrote about a man applying for German citizenship years after his father fled Nazi Germany.
Technically they could but notwithstanding declarations are only valid for 5 years and would have to be renewed, assuming whoever is in power in 5 years still want that.
Also, there's a political cost to using the clause if the aim isn't widely accepted by the electorate.
