Colombia's president has a plan for 'total peace.' But militias aren't putting down their guns yet
When elected, Colombiaβs rebel-turned-president Gustavo Petro promised to cement βtotal peaceβ and end one of the worldβs longest-running conflicts.
An under-reported element of Colombia's "total peace" plan is called "Jovenes en Paz", which will pay 100,000 at-risk youths ~$250 a month to study/volunteer and stay out of gangs. Seems like a big test for the potential of cash transfers. Hopefully the data will be available at some point (via AP).
