This is true. I was a rifleman and could accurately hit targets out to 300 yards, but I could never make a neck shot like that. Also, the fact that the shooter immediately left, that’s a sniper tactic, relocation.

I was in the army for a decade, I was never a sniper but a few friends were and they taught me a thing or two, and I’d bet a fair amount of money the shooter was trained in long range work in one military or another. He may not have been American though…
