This move actually scares me more than anything else. Public servants retreating behind the protection of the military means they know it's going to get really bad really soon and they're afraid of the public backlash.

I agree it's not enough but I'm focused on the question initially of why they can't get them onto the existing financial infrastructure of the SNAP / EBT cards. To many hurdles and it will take too long to spin up. Banks and pantries they can immediately fund.

The state is an administrator only. Likley, there's no financial vehicle for them to legally transfer the money into the SNAP accounts from a funding source controlled by NYS. USDA also came out and said that if they used their own funds they wouldn't be reimbursed. They can easily fund pantries.

A government shutdown can make mortgage rates volatile by disrupting data reports and shaking investor confidence. The best strategy is to plan for your needs, not try to predict the swings.
