Really pleased to see this paper being cited. I think it's an important paper (but, of course, I'd say that) and it would be good to see it having even more impact.

The implication is that PIP is an alternative to work- also many comments about “helping people back into work”. PIP is not means tested but needs based, nothing to do with work - apart from that it helps people stay in employment
