he is still an American citizen still holds an American passport, but has an official permanent resident ID in his new home country. To stop paying US taxes he would have to give up his US citizenship first. Citizenship/permanent residency are 2 diff things. Both cost lots.

he has a whole ass other non-American family and permanent residence across a whole ass ocean and he *still* has pay Uncle Sam :(

...and fun fact: you can move wherever the hell you want, unless you revoke your full American citizenship (which also costs money), you're are *still* on the hook to pay into US taxes. I know cuz my dad just moved countries after retiring.
