The quota incentivizes arresting the *opposite* of what Trump promised. Tracking & arresting a drug gang takes time and it's dangerous. Raiding a large workplace or sitting outside courtrooms is easy and safe, so ICE does that. And there are no consequences for improper arrests, so grab everyone.

Trump's anti-immigrant policies mirror California's 1994 Proposition 187, which backfired by transforming the state from Republican to Democratic. As with Prop 187, initial support may erode when voters begin seeing immigrants as neighbors rather than abstractions, history suggests. So I pray.
