Banks can create money by issuing loans. Only way the federal government can create money is by deficit spending, "financed" by selling bonds

If the U.S. cannot sell bonds, the USD will also have lost all value. Since we are not self-sufficient, that's also insolvency

Sorry but that is not correct. Insolvency is when one can't pay, for example, not being able to pay the debt. All it would take for that to happen is for people to stop trusting U.S. bonds. That's already starting on the long end (30y) w recent offerings being only ~85% covered
