The Bureau of Indian Education has long struggled to fix deteriorating school buildings, where students can have a hard time learning. So tribal leaders came to Congress with their own solutions.

Balkam called for the industry to develop a legally binding, "standardized way of keeping our kids safe" through parental controls and online safety tools.

Goldberg said families affected by child sexual abuse should be able to undergo a legal discovery process so they can fully “know the extent of the problem.”

“The overwhelming background and discussion was about the child protection piece,” Leary said on the creation of Section 230.

She called to keep a provision in that law protecting companies from liability for removing objectionable content.

The Kids Online Safety Act addresses “conduct, not content,” Leary said.

Sen. Richard Blumenthal (D-Conn.) said the law, which he cosponsored, imposes “no more limitation on free speech” than regulations on other products would.

Sen. John Kennedy (R-La.): “Do you find it ironic that all of these people in Big Tech who dreamed about and talked about creating a utopia have managed to generate more hate & more harm than anyone could ever have possibly imagined, all to make money?”

Pizzuro: “And lots of money they made.”

“Until Congress gives parents the ability to sue, nothing will change,” Hawley said.

Guffey said states are approaching online safety laws differently thanks to Section 230, necessitating a federal response on the issue.

Leary called to keep Section 230 of the Communications Decency Act while removing a controversial provision shielding online companies from civil liability. She also called to amend the act so states can enforce their own online safety laws.

“Empowerment is often the best form of protection,” said Stephen Balkam, founder and CEO of the Family Online Safety Institute. He said “blanket bans” to social media access are less effective than educating children about online safety.

Pizzuro added that in the last three months, less than 1% of cases involving child sexual abuse material have been investigated.

Lawyer Carrie Goldberg spoke against Section 230, which legally protects online platforms from liability for their users’ content.

“Section 230 was supposed to incentivize responsible content moderation. Instead, it did the opposite,” she said.
