Still quite likely to be a boot scraper - there are lots of pics of them online just like your original pic, with the metal scraper part at the front of a stone hole. The pic you've just posted looks like it's merely missing the metal bit

Google image search (not always accurate!) also suggests it's a boot scraper.
It also reminded me that the French word is décrottoir...literally de-pooper
