There is plenty of precedent for breaking MTG's rules for Commander. EDH started as "actually, you have 8 cards in your starting hand", then Partner made it "actually, 9", then Eminence said "actually, you start with an emblem", etc. etc.

Man just put "Your Commander gains 'WUBRG: draw a card'" into the format rules and be done with this color identity charade.
