Me again, with a screenshot of the National-NZFirst-ACT government's draft policy statement on transport, under Minister Simeon Brown. The screenshot shows the language under the Walking and Cycling activity class for funding, spelling out that it is for the purpose of investing in walking and cycling "where there is either clear benefit for increasing economic growth or" and this is the killer bit, literally, "clear benefit for improving safety where demonstrated volumes of pedestrians and cyclists ALREADY EXIST." In other words, if nobody (or very few people) are currently feeling okay about walking and cycling in a given street or neighbourhood, too bad, this government evidently expects to lock that situation in.
This is the bit I keep coming back to.
If your streets are currently too dangerous to, say, walk to a bus stop or bike to school, Simeon says they must stay that way. π€·
