SHRI NATARAJAN P.R.: state: Will the Minister of LABOUR AND EMPLOYMENT be pleased to (a)whether the unpaid work done by the women was not taken into account in National Statistics which contributes more to the economy than the manufacturing and transportation sectors; (b)if so, the action taken to identify such unpaid labour force available in various sectors and services across the country; and (c)if not, the reasons therefor? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SHRI RAMESWAR TELI) (a) to (c): As per the definition of 'Workers' used National Sample Survey (NSS) 73rd round survey, a worker is understood a person working within the premises of the enterprise. This definition includes working owners, persons who are in the payroll of the enterprise, unpaid family members who help in the entrepreneurial activities and other helpers and apprentices. Unpaid works done by women household workers who are associated with the activities of an enterprise have been considered as 'other workers' in the enterprise survey namely, 'Unincorporated Non-Agricultural Enterprises (Excluding Construction)' which was conducted by National Statistical Office (NSO) during July, 2015 June, 2016 (NSS 73rd round). - The unpaid helpers who assist in the operation of an economic activity in the household farm or non-farm activities are also considered as workers and thus are included in labour force.
