Absolut. Bürgerliches Engagement durch klare Kommunikation und Anreize fördern und in die richtigen Bahnen lenken wäre hier notwendig.

Fazit: Richtige Impulse, aber kein klarer Rahmen für Gesamtverteidigung. Ob Sicherheitsrat, Krisenstab und Lagezentrum Wirkung entfalten, hängt davon ab, ob die zivile Koordination endlich gelingt – national und perspektivisch europäisch.

Was fehlt?
1. Ein echtes Verständnis von Sicherheit als gesamtgesellschaftlicher Aufgabe - „zeitgemäße Behördenkomunikation“ reicht nicht.
2. Eine Vision für mehr europäische Kooperation, Koordination + Austausch. Gerade Deutschland – logistische Drehscheibe – hätte hier Verantwortung & Interesse.

Vage bleibt: „Wir bauen die Zusammenarbeit zwischen Sicherheits-, Zivilschutzbehörden & Bundeswehr aus.“ Wie genau? Gemeinsame Übungen, abgestimmte Lagebilder, operative Schnittstellen sind stark ausbaufähig.

Aber: Die zivile Seite des OPLAN steht noch am Anfang. Es braucht Planung, Szenarien & Koordination unter Führung des BMI. Zivile + militärische Logik müssen endlich zusammen gedacht werden – mit klaren Zuständigkeiten und abgestimmten Krisenszenarien.

Wichtige Ansätze:
🛡️ Rechtsreform zur Handlungsfähigkeit VOR dem Spannungsfall – ein Muss in Zeiten hybrider Bedrohungen.
🛡️ Umsetzung des OPLAN DEU als zivil-militärische Aufgabe.
🛡️ Aussicht auf bessere Koordination durch Nationalen Sicherheitsrat, Krisenstab & Lagezentrum.

✅ Positiv: Zivile Verteidigung, Bevölkerungsschutz & Katastrophenhilfe sind im Vertrag verankert.
❗Aber: Umfang & Ambition reichen nicht an die Ausführlichkeit der militärischen Verteidigung heran. Die notwendige Gleichwertigkeit im Sinne einer echten Gesamtverteidigung wird nicht eingelöst.

Zuständigkeiten im Überblick:
🔹 BMI – Zivil-/Bevölkerungsschutz, Cyber
🔹 BMVg – militärischer Anteil, zivil-militärische Zusammenarbeit
🔹 Kanzleramt – Koordination (Nationaler Sicherheitsrat)
🔹 AA – Resilienz in EU/NATO
🔹 BMWK/BMDV/BMG – Kritische Infrastrukturen, Versorgungssicherheit

Das alte Dilemma der Gesamtverteidigung: she’s all over the place: Innenpolitik, Verteidigung, Europa, Infrastruktur, Digitalisierung. Das reflektiert zwar ihre gesamtstaatliche Bedeutung, jedoch auch, dass das Konzept noch nicht den Rahmen vorgibt.

🧵Was sagt der neue #Koalitionsvertrag zu #Gesamtverteidigung und gesellschaftlicher Resilienz? Der Versuch einer Analyse quer durch die Ressorts. Denn, Spoiler: Gesamtverteidigung bleibt ein Puzzle.

Trumps Politik hält Europa in Schach - nicht nur in Sicherheits-, sondern auch in Handelsfragen. Mein Kollege ordnet ein, was die EU jetzt tun kann/sollte 👇🏼

Bottom line: A stronger, shared risk culture could seriously boost Europe’s overall resilience. Let's see how much of this makes it into actual practice⚡

3 key areas that need strong follow-up: 1. Joint EU risk & threat assessments – essential for smart prioritisation. 2. Civil-military cooperation – esp. the civilian side needs to step up. 3. Societal resilience – huge gaps across Europe.

That makes this strategy a key moment: it brings the civilian dimension into focus and sets the stage for better civil-military cooperation down the line. The document also shows the military side clear points for dovetailing.

What’s good: The EU finally outlines where it sees a role for itself in civil preparedness. This clarity was missing. With its strategy + toolbox it coul finally provide the civilian side with some coordination and direction.

That includes civilian + military actors, local to EU level, plus the public & private sectors. A whole-of-government approach sounds great – but it needs real structures to back it up.

Implementation = massive lift: As in the Niinistö Report, the strategy touches many areas. Some actions are vital – but they're hiding huge, complex tasks. Effective implementation will depend on coordination across all levels.
