But given the default openness of the protocol and the frequent weaponization of lists, it makes sense that people will sometimes want (or even need) to know what's happening

Unfortunately the protocol is designed such that none of it works unless these things are public.

Combine this with no centralised moderation, and moderation lists are largely ad hoc, sourced dubiously via others' lists, and frequently weaponized to serve personal vendettas, often with no recourse.
