It's mostly just a few different noise maps layered ontop of each other in different intensities in substance designer.
in the end I use a high frequency noise to cut in the noisy normals.
also some very low roughness dots sprinkled over it for the stylized glitter effect

It's crazy right? I'm so happy I tried out unreal a while ago. Didn't expect the transition to be as smooth but I guess I'm more of a node shuffler than a coder haha.
