No one is really sure what it is, which is leading to a hold on brand new projects (as of early 2025, I have been out of the industry since then).
Luckily, the builds planned out for the next few years shouldn't be affected.
There is one current caveat: Most of the panels and larger parts of a solar farm (and wind farms) come from outside the US, so the cost inside the US may go slightly higher in the near future due to tariffs.
This will pass in the long run, but can be a problem today.
