A universal setting is kinda overkill to not want to see my own dishwasher that I use regularly filled so. I shouldn't have to explain that it's not the dicks part of it that I didn't need to see.

I agree it should be the end goal. Targeted is a great way to boost rideship numbers to then use to campaign to the public with how much the transit is used, and therefore should be further funded.

The same rail runs through downtown Mesa, which does free rides for that section of stations during downtown events like the holiday fair. Makes it easy to spread the fair out and the train gets lots of families seeing how nice it is to ride.

Targeted free use can up ridership and positive attitudes towards transit. Here in Phoenix you can ride the lightrail for free if attending ticketed events at several large downtown venues so many people do instead of paying the $40 to park at stadiums. The cost is included in everyone's tickets.
