They'll claim it's because Australia's industrial relations laws and awards and agreements system are SO COMPLEX that even computers can't get it right.
The reality is that payroll systems are usually run by HR people, not IT, and near enough is always good enough for HR. (Until it's not.)

The rules around wearing one's Order of Australia insignia are extremely detailed and specific. (They're also written in non-binary-inclusive language, which doesn't seem like an accident.)

I read the Order of Australia booklet (which includes the Constitution and Ordinances of the Order) from cover to coverβ€”which is an hour of my life I'm never getting backβ€”and I was unable to locate any reference to an automatic award of an AC to former prime ministers.
