There's waste, of course but that's true in any organisation. We need to make sure that we're getting the same bang for tax buck as our international peers and work on improving any parts of government which are clearly less productive.

Solving the productivity puzzle in a slowly growing economy starts with making employees more expensive. The focus needs to be on real quality and investment in productive capital. There's no alternative in my (simplistic) view.
