DC's situation is, as we both know, unique.

Cobb's ruling was in regards to local sovereignty under home rule. In response, the Appeals Court put an administrative pause on Cobb's ruling until the legal battle plays out.

What qualifies you for this opinion? Why are you so certain you are correct when Judge Cobb has ruled otherwise? Even the judges that agreed to let the NG stay waffled on the certain of the legality in their ruling.
