I agree. The SI I handled where related to conferences in which the guest editor were involved. It is also a way to have papers from leaders in the field in lower ranked journals, especially survey papers that are useful and cited.
When I was editor-in-Chief of REE I was handling the papers authored by the guest editors for their own special issue and I remember rejecting some. The criteria was the same than with regular issues. I have also rejected papers from Associate Editors.

Fighting global warming requires huge investments in decarbonated energy generation. To address this challenge, the European authorities introduced a regulation promoting the use of long-term contracts.
