Too much punctuation, time zones are a front end software issue. Figure it out later.
February 18th 2023 at 6:45 am and 15.11 seconds is 2023021806451511 . It’s a beautiful 16 digit date code that gives time accuracy down to the 1/100th of a second. If you want human readability write a program.
