Policy Change: NYPD Will Write Criminal Summonses, Not Traffic Tickets, for Cyclists - Streetsblog New York City Quietly, the NYPD has changed policy and will now make criminal cases against cyclists who go through red lights, a change that will have predictable and unpredictable ramifications.

This is an outrageous policy change. Also, if you’re gonna do this then you gotta do it for drivers, too right? Given those are obviously far far more dangerous vehicles.
