I sympathise a bit with the Vicar. It isn't great to plan and prepare for special days in the Church calendar and to feel that no one cares.
However, some of the most beautiful worship I have shared in has been with a small number of people, present because they wanted to be there.

Built, it has to be said, after the massacre of the Jewish population of York in 1190, when the earlier wooden keep was set on fire.

This is not the worship you are looking for..
