I would argue that it's by no means just one man. He's the public face of the regime, but there are a lot of people behind him who are orchestrating large parts of this ... if not all of it. I don't believe he's got the brain power to think of half of this stuff on his own.

Boomer here. There are strong suspicions they did exactly that during the various protests of the 1960s. I don't know if any concrete proof was ever found, but I absolutely believe it happened.
