Panicked, Emily and Deybis said they called the toll-free number again and again, leaving messages that went unanswered. Emily submitted a new application and sent more emails.

Accordingly, if an individual across the street from a federal building throws a rock or bottle at FPS officers on federal property, as many of these rioters are wont to do, FPS can leave federal property and either arrest the malefactors or take other appropriate action in line with FPS's continuum of force policies. FPS could even enter a private residence containing an identified sniper blocks away from a federal facility in order to eliminate that exigent threat. There is simply no legal barrier to FPS taking action off federal property where a reasonable nexus to protecting that property exists.

When determining whether a detail may be non-reimbursable under the above standard, DoD leaders should consider factors such as whether the tasks to be carried out by employees during the detail are of a similar nature to the tasks those employees execute in the course of their normal duties; whether the detail would otherwise enhance the skills and further develop the employees professionally: the duration of the contemplated detail for each employee, including the fact that the training and professional development value might diminish over time as the employee gains experience; and the impacts to the Department from the employee's absence.
