So yes, Victor is also A monster, but to call him THE monster is not even remotely correct

The creature wants Victor to build it a mate, another misbegotten thing in a world that hates and fears it, but this one will exist entirely to make another of its kind not be lonely. That's super fucked up and entirely monstrous, as multiple Bride-centric media has pointed out.

There's also the fact that the creature very nearly repeated the very sin it hates Victor for, in demanding Victor create a life entirely for its own gratification.

The creature kills numerous people who had nothing to do with the crimes committed against it, purely to hurt Victor. It's sympathetic, sure, but it's not innocent. It's miles away from innocent.

The thing about Frankenstein is, Victor can definitely be interpreted as a "monster" for creating a life and not considering the ethical ramifications of doing so.
But the creature is also definitely a monster because it murders multiple innocent people.
