Right. This is the first I've heard that the National Guard wasn't really deployed, if true. But i don't see that it actually misses the point, because I've seen repeated step-wise progression from lies to reality after people absorb the first steps and come to find these things "thinkable."

That might actually be a good idea--wrap a protest in the flag and force cognitive dissonance on the national Guard "following orders". Sure, they will shortly rationalize and twist flag bearers into "enemies" but it will cost them emotionally.

The curious thing to me is finding folks I wouldn't have guessed would buy into the "birth dearth" idea. I was introduced by one of these to Hannah's Children: The Women Quietly Defying the Birth Dearth by Catherine Ruth Pakaluk. Funny, my study of demography didn't identify any such problem.
