Yes I agree complete rubbish argument to equate language spoken with nationality. Americans speak English after all (well sort of). Most Cornish people speak English as their 1st language and only know a few words of Cornish. Many would fiercely identify as Cornish rather than English though.

For a strategically critical national and social resource I would have thought the Government could legislate to enforce transfer of ownership in the public interest. Like when Railtrack became Network Rail. I guess a value would need to be determined similar to compulsory purchase orders.
