The stupid part of this is that it doesn't matter, and could be true: kids qualify for SNAP. You can get a cheap "luxury" car at auction if you know the right people and can do repairs. Lots of people work under the table. This is like the "I saw an unemployed person with an iPhone" stories.

PBS gets a lot of resources from local licensing and money moving up from local stations. CPB does a lot of work making sure local stations in underserved markets exist and things like underserved schools have media/educational resources (I used to work at WGBH in Boston).
