🇺🇳 On Monday, August 4th the negotiations begin for a #UNTaxConvention, a historic opportunity to rewrite the broken global tax rules to work for people and the planet.
Why do we urgently need this global tax treaty?
🧵 A thread on the negotiations:
💸 $1 billion is lost every day to tax abuse by the rich and multinationals.
This is the result of broken global tax rules that prevent countries, especially in the Global South, from delivering public services, development, climate action, human rights and gender equality.
❌ The current global tax rules are not only ineffective, they are deeply unjust.
The basis of these rules, developed at a time when many countries were not independent, largely favor Global North countries, at the expense of the Global South. Recent discussions at the OECD continue this system.
🚨 Now, a historic process is starting.
🎉 Following a resolution tabled by the African Group, with the support of G77 countries, countries agreed to begin negotiations on a #UNTaxConvention.
Negotiations run from now until mid-2027 for a framework convention and two early protocols.
📃 In 2024, countries adopted the Terms of Reference, the mandate for the negotiations, with key commitments on:
- Taxing the rich and multinationals
- Addressing tax abuse and illicit financial flows
- Advancing sustainable development
- Ensuring a fair allocation of taxing rights
The negotiations include 3 workstreams:
1️⃣ The Framework Convention
2️⃣ The 1st early protocol: Taxation of cross-border services in a digitalized economy
3️⃣ The 2nd early protocol: Prevention and resolution of tax disputes
In July, ahead of the August negotiations, governments and stakeholders were invited to share inputs into the three workstreams.

📢 Now, Member States and stakeholders will meet at the UN in New York from August 4 - 15 for the first two negotiating sessions for a #UNTaxConvention.
