Exactly this. Once he's lost the ability to place and remove tariffs at his own whim, he's lost the ability to manipulate the market with them. Extortion may still be viable with a longer process, but threats are harder with his track record of changing his mind or just losing interest.

He should be required to pay for it out of the money that he, his family, and his cabinet insiders made from manipulating the market with his announcing and retracting tariffs cycle.
