Can anyone explain why our institutional Open Access rates are consistently lower in Scopus than on OpenAlex? For 2024 it is 58% in Scopus to 68% in OpenAlex, and the difference is 7-11% in previous years. I have ideas but not sure they explain the situation fully.

Imagine hitting a paywall on The New York Times or The Atlantic, and a little popup says "Available through [Your Public Library] - Click to access" and takes you there. Academic libraries have this with browser extensions like LibKey and Lean Library. I wonder if it's a thing for public libraries?
