When low-to-middle income adults have caring responsibilities, they often take up substantial amounts of time. As shown by the purple bars in the chart, three-fifths (60 per cent) of low-to-middle income carers – 1.0 million, or 6 per cent of all low-to-middle income adults – provide care for at least 35 hours a week, the equivalent of a full-time job. And 280,000 low-to-middle income adults provide round-the-clock care of 100 or more hours each week.

Since the onset of the Covid-19 pandemic, caring rates among low-to-middle income families have increased further, widening the gap; by 2023-24, one-in-ten (10 per cent) low-to-middle income adults had caring responsibilities.

There are some fairly serious issues with EHCPs, but most relate to who doesn't get the support they need. This government's plans for reforming then would only see more young people denied the support they need, all to make short term savings at long term cost.
