In 1991, I talked my boss in the Senate out of invoke the War Powers act in defense of Bush 41, and then in 2011, I argued for ditching it - in defend of Obama.

The irony, of course, is that the ability to exercise even the smallest amount of personal freedom has and will always depend on a large amount of collective action. It’s not either/or, but both. It’s a constantly shifting balance, and democracy is the best way to keep it in place.
