Abstract
National governments have become the central coordinating actors in renewable energy initiatives and climate governance. Taking their point of departure in earlier developmental state scholarship, in response to these transformations, researchers increasingly draw on the concept of ‘state capacity’ to understand how and when states pursue action to reduce greenhouse gas emissions and adapt infrastructure. This paper evaluates the contributions of this emerging research agenda, arguing that it not only demonstrates the value of the state capacity lens for studying green transitions, but conceptually advances our understanding of the role of coalitional and disciplining and coordination and adaptation capacities in state action. It points to a critical gap in existing research on the bureaucratic politics of state capacity development and financing. Exploring the enduring methodological pitfalls of state capacity research, I make the case for developing more systematic frameworks for comparative research on state capacity for green transitions.
