Does that explain? In the past - the individual polling locations could take that cartridge and all the ballots dropped in the safety box immediately at poll close - and drive to the central hub. They would plug in the cartridge one by one and we would get trickles of data through the night.

What exactly this helps with - I don’t know. They claim it gives an accurate count of remaining ballots on election night. But it delays the vote counts from people voting in person to be plugged in to the main server. These are “cartridges” that get plugged into an air gapped system

Ok so the legislature made a change that the polling locations must accurately count the early ballots dropped off on polling locations and only then can they bring everything back to the main central location- in Maricopa county it’s in central Phoenix
