This also applies to mainstream education. Choice reforms encourage families to choose schools beyond their nearest option, often based on reputation or inspection reports. Second, market-driven reforms tie funding to enrollment, pushing schools to attract students from wider areas (3/4)

Excluding SEND students from mainstream schools forces them to travel longer distances, reducing their ability to engage in active travel and weakening the school's role in fostering community life. It also contributes to higher carbon emissions and local air pollution. (2/4)
